Grant Achenbach is an attorney and lobbyist in the firm’s Governmental Affairs and Public Advocacy Practice. Grant has extensive experience in the healthcare lobbying space—he joined Krieg DeVault from the Indiana State Medical Association, where he served as the Director of Government Relations. In this role, he represented the interests of Indiana’s physicians and physician groups and was responsible for developing and implementing the ISMA’s yearly legislative agenda. Mr. Achenbach also advocated for ISMA’s physician members before the Indiana Professional Licensing Agency, the Indiana Department of Insurance, the Family and Social Services Administration, the Indiana Department of Health, and other state agencies. He began his career as a legislative assistant for the Indiana House of Representatives, where he staffed the House Public Health Committee and analyzed Public Health Committee bills and testimony.
Grant’s lobbying practice is not limited to healthcare, however. A skilled tactician in the halls of the Indiana Statehouse, Grant uses his experience and extensive network of relationships with legislators and stakeholders to deliver value for the firm’s clients. Regardless of the subject matter, Grant’s work ethic and ability to clearly and concisely convey public policy goals has led to a consistent track record of success for the firm’s clients. In addition to healthcare, Grant also has experience with gaming, civil law, and cannabis issues, among others.
In addition to his lobbying practice, Grant practices law with the firm’s Health Care Practice. His health care practice focuses primarily on regulatory matters relating to hospitals, physician groups, ambulatory surgical centers, and long term care facilities. Grant’s connections with state agencies, officials, and payers rooted in his governmental affairs experience provides unique value propositions to clients as they seek to navigate Indiana’s legal and regulatory environment.
Representative Experience
- After working extensively on Indiana's initial telehealth legislation during his time on House staff, Grant successfully advocated for amendments to Indiana's telehealth statute in the wake of the COVID-19 pandemic that extended many flexibilities for health care providers put into place through executive orders during the public health emergency.
- Successfully advocated for the passage of comprehensive COVID-19 civil immunity legislation that created protections for physicians and other health care providers.
- Led a coalition of physician specialty organizations’ lobbying efforts in numerous negotiations regarding scope of practice legislation. Ultimately, this work led to the formation of the Indiana Physician Coalition, a statewide coalition of thirteen medical associations and specialty societies. Grant then successfully lobbied for the passage of Senate Enrolled Act (SEA) 239 (2022) in Indiana regarding health care licensure transparency, which was the first of its kind and has been considered as model legislation by national organized medicine advocacy groups.
