Krieg DeVault is pleased to announce the partnership promotions of six attorneys – Mathew W. Norris, Brandon W. Shirley, Christopher W. Bloomer, Maria Vladimirova Geltz, Scott C. Frissell, and Corben A. Lee. Prior to their Partner positions with the firm, Norris served as Of Counsel, Shirley as Senior Counsel, and Bloomer, Geltz, Frissell, and Lee as Senior Associates.
The Firm’s new Partners have extensive experience within their respective areas of governmental affairs, health care regulations, municipal law, financial services, and securities.
ABOUT THE PARTNERS
Mathew W. Norris (Indianapolis, IN Office) – Mathew Norris serves as Chair of Krieg DeVault’s Governmental Affairs and Public Advocacy Practice. He possesses extensive experience before the Indiana General Assembly and the state of Indiana’s administrative agencies representing a wide array of clients including global corporations, national and statewide trade associations, gaming entities, and local government entities. During his nearly twenty years as a registered lobbyist, Mr. Norris has focused on issues ranging from state and local taxation, environmental concerns, alcoholic beverage matters, gaming, and general business issues. Mr. Norris also advises clients on coalition building and general issues management, having directed dozens of grassroots and grass-tops coalitions at the state and federal levels.
Brandon W. Shirley (Indianapolis, IN Office) – Brandon Shirley has a diverse knowledge of Federal and State regulations. He has extensive experience with State and Federal Medicaid laws, regulations, policies, waiver programs, audits, and administrative appeals having previously served in top-level legal positions with the State of Indiana. His practice extends to Medicaid managed care policies, audits, and disputes. He assists clients investigating and appealing government overpayment determinations or other Medicare or Medicaid sanctions. He assists clients with internal investigations of noncompliance issues involving Medicare and Medicaid billing. He has additional experience with Medicare and Medicaid pharmacy issues, including 340B drug pricing, telehealth and telemedicine, State and Federal site surveys, Department of Health and licensure issues, and Federally Qualified Health Centers.
Mr. Shirley specializes in Medicare and Medicaid fraud and abuse laws, including establishing arrangements that comply with the Anti-Kickback Statute and Stark Law. He has assisted clients facing qui-tam lawsuits, government sanctions, or with government investigations or self-reporting noncompliance. He has extensive experience assisting clients with implementing policies for and complying with Corporate Integrity Agreements.
Christopher W. Bloomer (Indianapolis, IN Office) – Chris Bloomer assists clients with all aspects of business, banking, commercial, and complex litigation matters. This experience includes concentration in construction litigation, including claims for delay, liens, state and federal Miller Act claims, and accompanying dispute resolution. Mr. Bloomer also counsels parties at each seat of the proverbial construction table before project commencement, to ensure objectives are achieved, risks are minimized, and future litigation is avoided or considerably diminished.
Mr. Bloomer counsels political subdivisions, local units, public agencies, and each of their elected officials, department heads, and employees in matters involving Indiana’s Public Access Laws (Open Door Law “ODL” and Access to Public Records Act “APRA”), public bidding laws, public purchasing laws, sale, lease, and purchase agreements, public works projects, annexation, eminent domain, Indiana’s Unsafe Building Law, the Indiana Tort Claims Act, enforcement of local code violations, negotiation of interlocal agreements by and between multiple governmental entities, and guidance concerning the day-to-day operation of local government.
Maria Vladimirova Geltz (Carmel, IN Office) – Maria Vladimirova Geltz counsels financial institutions and financial services companies on a wide variety of matters, including contract negotiations, general corporate matters, and mergers and acquisitions. She also advises clients on financial services regulatory and compliance matters including Truth in Lending Act, Community Reinvestment Act, Fair Housing Act, Electronic Funds Transfer Act, Consumer Protection Act, Fair Credit Reporting Act, and others.
In addition, Ms. Vladimirova Geltz counsels privately held companies with mergers, acquisitions, and divestitures, reorganizations, entity formation, and corporate governance issues, with a focus on tax aspects of corporate acquisitions, dispositions, and tax-free reorganizations. Ms. Vladimirova Geltz also provides guidance on Hart-Scott-Rodino filings in connection with the acquisition or disposition of a business.
Scott C. Frissell (Carmel, IN Office) – Scott Frissell concentrates his practice in the areas of municipal and governmental law, financing, economic development and tax matters, including property tax related matters. Mr. Frissell has broad experience in public finance transactions. He has served as bond counsel, issuer’s counsel, underwriter’s counsel and bank counsel in tax-exempt and taxable bond transactions for the financing of governmental buildings and infrastructure projects, economic development and redevelopment projects, water and sewer facilities, and affordable housing projects. Mr. Frissell also provides counsel and representation in tax credit transactions, including New Markets Tax Credit (NMTC) and Low-Income Housing Tax Credit (LIHTC) transactions.
Mr. Frissell also assists nonprofit organizations in matters relating to formation and governance, as well as applying for recognition of federal tax-exempt status and obtaining Indiana property tax exemptions. Additionally, he advises developers, investors and lenders on the tax, incentives and permitting aspects of utility-scale wind and solar energy projects.
Corben A. Lee (Indianapolis, IN Office) – Corben Lee regularly advises clients on a variety of securities regulatory matters, mergers and acquisitions, public and private securities offerings, ESOP implementation, and general corporate counseling. He advises buyers and sellers on all aspects of mergers and acquisitions, including due diligence review and management, negotiation, deal structuring, and documentation of the deal, from the letter of intent through closing. He takes a personalized approach to address each client's needs and priorities, ensuring they receive tailored solutions that align with their goals.
