Amanda Schipp is a member of both the Governmental Affairs and Healthcare Practice Groups at Krieg DeVault LLP, focusing her practice in the areas of publicly funded healthcare programs, particularly Medicaid and the Affordable Care Act. Ms. Schipp brings 15 years of health policy experience to counsel her clients on a wide variety of matters including Medicaid policy and finance, reform strategies, managed care contracting, procurement consulting, as well as regulatory and legislative advocacy for clients in the healthcare and public services sectors.
Prior to joining Krieg DeVault, Ms. Schipp served as a Senior Policy Consultant at HMA Medicaid Market Solutions, previously SVC, Inc. As a consultant, she worked closely with government leaders, health plans, and other healthcare clients in navigating the complex statutory and regulatory Medicaid landscape to analyze the impact on her client’s policy objectives, program design, and compliance in an ever changing federal and state environment. Ms. Schipp was intimately involved in the development and implementation of several groundbreaking Section 1115 Medicaid demonstration waivers, becoming a national leader in drafting and negotiating complex Medicaid waiver applications, extensions and amendments. She is well-versed in both the formal guidance and unofficial policies of the Centers for Medicare and Medicaid Services (CMS), and is therefore uniquely positioned to bring her years of experience working with states and CMS to assist her clients with their individual needs.
Prior to consulting, she gained further experience in her role at the Indiana Family & Social Services Administration, the state’s health and human services agency, where she served as Strategic Initiatives Programs Director, managing the coordination of health policies across all of the divisions within the state’s largest agency. Additionally, Ms. Schipp previously served as an attorney at a large Indianapolis-based law firm focusing on corporate transactions and regulatory matters in the health care industry.
Representative Experience
- Negotiated and drafted one of the nation’s most expansive Section 1115 demonstration waiver, including the nation’s first waiver approved containing a Medicaid work requirement
- Negotiated and drafted a financing plan with the Indiana Hospital Association to support all of the state costs of Medicaid expansion in Indiana
- Developed and managed a $1.6 million statewide marketing campaign involving the Governor’s Healthy Indiana Plan
- Drafted enabling legislation and administrative rules for state health insurance programs
- Counseled governmental agencies in the design, implementation and oversight of public health insurance programs
