Scott Frissell is an Associate in the Firm's Public and Municipal Finance, Municipal and Governmental Law and Tax Practice Groups. Mr. Frissell concentrates his practice in the areas of municipal and governmental law, financing and tax matters, including property tax related matters. He also has experience in tax credit transactions, including New Markets Tax Credit and Low-Income Housing Tax Credit transactions.

Prior to joining Krieg DeVault, Mr. Frissell served as a Summer Associate with Krieg DeVault, and gained additional professional experience through various positions held at Katz, Sapper & Miller LLP, Eli Lilly and Company, Cummins, Inc., Rubin & Levin P.C., and the Indiana Board of Tax Review.

Representative Experience

  • Acted as tax credit equity investor’s counsel for Low Income Housing Tax Credit projects, including those subsided with tax-exempt bond financing.
  • Represented non-profit entities in matters relating to formation and governance, as well as applying for recognition of federal tax-exempt status.
  • Represented nonprofit entities with obtaining property tax exemptions.
