Amy Levander is the Chair of Krieg DeVault’s Governmental Affairs and Public Advocacy Practice. She is one of very few females appointed to serve as the chair of a government affairs practice group for a major law firm. She has over 20 years of government experience serving both the executive and legislative branches. Amy is a leader in her field, recognized as a top health care lobbyist in the state.  

Prior to joining Krieg DeVault’s Governmental Affairs team, Ms. Levander served as Governor Kernan and Governor O’Bannon’s Deputy Legislative Director. In that role, she negotiated legislation on behalf of the Governor with House and Senate Leadership, approved all agency legislation and made recommendations to the Governor. Prior to this role, she served three and a half years on the Indiana House of Representatives Democrat Staff, quickly being promoted from legislative assistant to leadership assistant, serving as assistant to the Speaker Pro Tempore of the House.

In addition to her professional accomplishments, Amy also believes that giving back to her community is an essential element of citizenship. Time and again she has not only agreed to serve on not-for-profit boards, but has also been an active and engaged member, leading to requests for her to serve in leadership positions on those boards.  

Amy is the past chair of the Hope Academy Board of Directors, serving as chair from July 2017 through June of 2019.  She assumed the position of Vice Chair of the board in July of 2021.  Hope Academy is a charter school specifically for high school students in recovery from substance abuse; it is the only recovery high school in Indiana and one of only seven such schools in the country accredited by the Association of Recovery High Schools. During her tenure, Amy has helped the Board to create and implement committees and a committee structure that have increased board member engagement and provided the board more organizational direction.  

Amy served as a founding board member of Hoosier Women Forward, a women’s leadership organization whose mission is to increase the number of Democratic women in elected and appointed positions in government and in leadership roles in business and philanthropic organizations. Amy co-chaired the Development and Special Events committee and helped to fundraise and plan the inaugural lunch in 2018, which hosted over 500 attendees. Amy was then asked to serve as the organization’s first Executive Director, a position she assumed in June 2019 in addition to her other professional responsibilities described above. Hoosier Women Forward’s first session of the second program year convened in August of 2019.

Representative Experience

  • Amy served as the lead lobbyist for a coalition of businesses and advocates that expanded pre-kindergarten statewide for eligible 4-year-olds.  Working with administration officials and legislative leaders, she helped to craft a package and successfully lobby for changes to open the program up to all eligible 4-year-olds across the state and carved out a portion of the money to serve 4-year-olds being raised by grandparents. Of critical importance to Indianapolis, her efforts ensured that the State of Indiana will in the future fund the full complement of pre-kindergarten “seats” previously funded by business, philanthropic and City of Indianapolis dollars through a five-year pilot program undertaken to demonstrate the effectiveness of pre-kindergarten education.  Through hard work, the mastering of the subject matter and applicable research, and trust built with legislative leaders over many years, she was able to successfully advocate for inclusion of these provisions, helping to prepare Hoosier children to lead successful lives as future adults.  
  • Amy effectively advocated for legislation requiring health insurance companies that contract with the state Medicaid program to achieve National Committee of Quality Assurance (NCQA) accreditation as a matter of eligibility to participate in the Medicaid managed care program.  Despite some strong opposition, this legislation was a critical step forward in ensuring equitable access to mental health services for Medicaid managed care patients.  
  • Amy successfully advocated for a change in state statute that removed a prohibition on inpatient providers of substance abuse treatment for Medicaid patients, expanding the numbers of eligible providers of these services in the state.  
  • She successfully advocated for passage of a new state grant program to assist with redevelopment of historic properties.
  • Amy advocated for changes to the state pharmaceutical statute to allow for substitution of bio-similar medications, despite strong opposition by the generic drug industry, pharmacy benefit managers and insurance companies.
  • She successfully lobbied for a change in the telemedicine statute to allow for Medicaid reimbursement for telemedicine services for the HIP (Healthy Indiana Program) population.
  • Amy advocated on behalf of certain elected officials for significant changes in their state pension plan.

Amy Levander is the Chair of Krieg DeVault’s Governmental Affairs and Public Advocacy Practice.
