In an attempt to make billing and patient charges more transparent, HB 1004 has created a new regulatory framework that will require both practitioners and health care facilities to implement new policies, procedures and protocols related to:

  • providing notice to patients of their right to request a good faith estimate of non-emergency services
  • providing patients with good faith estimates of non-emergency services upon request
  • obtaining consent from patients to charage above in-network rates under certain circumstances
  • coordination that will need to take place between practitioners, health care facilities and health carriers to implement HB 1004
