Zachary I. Cattell

Of Counsel

Zachary Cattell is a member of the firm's Health Care Practice Group.  Mr. Cattell also serves as General Counsel for the Indiana Health Care Association (IHCA), Indiana's largest trade association and advocate representing proprietary, not-for-profit and hospital-based nursing home and assisted living communities, adult foster care and adult day services. IHCA provides education, information, and advocacy for health care providers, consumers, and the workforce on behalf of its members. Mr. Cattell is also the current Chairperson of the Indiana Medicaid Advisory Committee and works directly with the Indiana Office of Medicaid Policy and Planning on behalf of Indiana's Medicaid Providers.

Mr. Cattell counsels health care providers and health care entities in regulatory, administrative and contractual matters. Mr. Cattell also counsels clients through a variety of corporate matters and commercial transactions.

Mr. Cattell has also held past positions as the Director of Government Relations for the Indiana
State Medical Association and as the Director of Legislative and District Affairs for the Indiana Academy of Family Physicians.  He also served as Legislative Director for the Indiana State Department of Health, as a policy analyst in the Washington, D.C. office of Governor Jim Hodges of South Carolina, and as a field director for State Representative Rich Grucela in the 137th PA House District General Election.

Representative Experience

  • Represented the medical staff of an Indiana hospital in the revisions of the medical staff bylaws, focusing on peer review fair hearing process, disruptive physician policies and credentialing
  • Counseled individual health care providers in matters concerning consumer complaints and disciplinary actions before various Indiana state licensing boards
  • Advised pharmaceutical companies on their efforts to comply with and implement sections of the Affordable Care Act
  • Managed formation of advocacy coalitions comprised of private, public, and not for profit entities aimed at impacting federal and state policies regarding pharmaceutical and biologics manufacturing, distribution, safety, and efficacy
  • Provided guidance to physicians, hospitals, long term care, and other health care providers regarding Medicare and Medicaid regulations
  • Assisted in several mergers and acquisitions by and between hospitals and physician groups
