Mathew W. Norris is an Of Counsel member of the firm’s Governmental Affairs and Public Advocacy Practice. He possesses extensive experience before the Indiana General Assembly and the state of Indiana’s administrative agencies representing a wide array of clients including global corporations, national and statewide trade associations, gaming entities, and local government entities. During his nearly twenty years as a registered lobbyist, Mr. Norris has focused on issues ranging from state and local taxation, environmental concerns, alcoholic beverage matters, gaming, and general business issues. Mr. Norris also advises clients on coalition building and general issues management, having directed dozens of grassroots and grass-tops coalitions at the state and federal levels.  

Prior to joining Krieg DeVault, Mr. Norris worked at Taft Stettinius & Hollister LLP as Of Counsel member in the Government Relations Group, and served as Vice President of the state’s largest independent governmental affairs firm. He began his career as a legislative intern and then as legislative assistant for the Senate Republican Caucus, serving under the current caucus Chairman.

Representative Experience

  • Revised the sales tax collection process on gasoline sales to capture lost revenue for the state and ensure a level playing field for retailers
  • Directed a coalition of retail interests in a grassroots campaign to change Indiana’s alcoholic beverage laws, ultimately laying the groundwork for the legalization of Sunday alcohol sales
  • Represented the country’s largest gaming operator in their successful appeal to the Indiana Gaming Commission for approval of various casino license transfer applications.  
  • Reduced the tax rate and increased the marketing opportunities for one of the state’s casino operations to increase its ability to compete in the industry
  • Protected a state trust fund from attempts to divert the revenue for other unrelated uses, thus allowing for continued cleanup of leaking underground storage tanks
  • Defeated legislation that would have greatly reduced the job responsibilities and positive community impact of township government officials
  • Enacted legislation allowing private employers to implement a hiring preference for veterans
